When adding a product, Shipping only gives you the option to charge a "Flat same cost to all buyers" and does not give an option to calculate shipping based on package size. This also happens with service.

The shipping service depend on multiple factors including Ebay Site you are connected, Category for which you are posting Item etc... Try to connect with other ebay site (USA for e.g or UK) to see problem still persists or not.
